vibedoc_ask_questions

Ask the user 1–4 multiple-choice questions, shown as a card in the chat UI (same shape as AskUserQuestion). The tool can't wait for answers: after calling it, end your turn. The answers arrive as the next user message, one line per question keyed by its header, e.g. `- Scope: Label A, Label B` or `- Scope: Other: "free text"`.
