vibedoc_propose_toolkit

Show the user a card with the vetted Claude Code plugins that fit this project (best fit first, each with a reason and whether it's installed). The user ticks plugins and confirms; VibeDoc installs them, never you. Use it when the user asks to set up plugins, skills or their toolkit. Returns the ranked list; then end your turn. The outcome arrives as the next user message (`Toolkit install results:` with one `- <id>: installed | failed — <error>` line per plugin).
