vibedoc_propose_edit

Propose targeted edits to a doc for the user to review. Does NOT write the file: the user sees a diff in the UI and accepts or rejects it. Each edit replaces one exact old_string (must match exactly once, include enough surrounding text to be unique) with new_string; edits apply in order. Only send the parts that change. For a brand-new doc, use a single edit with an empty old_string.
