vibedoc_propose_run

Propose a worker run for the user to accept as a run card: a new worktree for the epic, or (mode "existing") sending it to the worker that already has the epic. Routing is deterministic: leave mode out to get the default. Validated against the current workers (one per epic, the running limit, branch taken); on errors, fix and call again. Creates and starts nothing: the user accepts the card.

Parameters
